Rafael is a civil engineer with a Master's in Transportation Engineering and a Master's in Urban Planning with over 6 years of transportation-related work experience in consulting, public sector, and research.
Prior to moving to the San Francisco Bay Area, Rafael was part of the Steer team in Bogotá, Colombia, where he worked with transportation authorities, government institutions, multilateral organizations, and private companies to provide technical expertise on transactions, planning, electric vehicles, and active transportation. Rafael also worked at Transmilenio S.A. as the coordinating analyst for the redesign of Bogotá's entire public transportation system.
Currently, Rafael supports rail projects in California and the North America region, working in business case evaluation, data analysis, and reporting.
Rafael is the co-author of a book and an academic journal article on urban cycling in Bogotá, and in recent years has worked on data visualization projects to better communicate public issues such as road safety, the COVID-19 pandemic, and democratic elections.
